해외유입 외국인 COVID-19 치료비 본인부담 안내

1. 검토배경

외국인에 대한 비용부담관련 감염병예방법 개정(69조, 2) 시행(8월12일)에 따라 해외유입 외국인 확진자 치료비 본인 부담(자부담) 시행 계획을 마련함.

2. 적용대상 및 시기

  a) 방역조치 위반의 귀책사유가 있는 해외유입 확진 외국인 : 8월 17일 00:00 이후 방역조치 위반자

     *격리 및 집합 제한/금지 명령 등 방역조치 위반자 및 PCR 검사 결과 허위 제출자 등

  b) 상호주의 원칙에 의한 해외유입 확진 : 8월 24일 00:00 이후 입국자

3. 격리입원치료비 본인 부담(자부담) 적용 범위

  a) (귀책사유 대상) 상호주의 원칙에 관계없이 치료비 전액 본인부담

  b) (상호주의 적용 대상)

     - 외국인(한국 국민 포함) 지원 국가 : 전액지원(비필수 비급여 제외)

     - 외국인(한국 국민 포함) 미지원 국가 : 전액 본인부담

     - 외국인 조건부(일부) 지원 국가 : 격리실입원료(병실료)*는 지원하지만, 치료비, 식비 등은 본인부담

*전파차단 방역 목적 달성을 위한 격리 성격의 병실료는 지원

※ 국민건강보험(NHIS)에 가입한 외국인은 공단부담금을 제외한 본인부담금에 대해 자부담 원칙 적용

COVID-19 treatment expenses in own charge

1. Background

In accordance with the August 12^th 2020 amendment to the Infectious Disease Control and Prevention Act(Article 69-2), all hospitalization and treatment expenses will be the responsibility of the foreigners who have been infected.

2. Subject foreigners & Application date

  a) Infected foreigners(who have violated COVID-19 preventive measures*) : Foreigners who violate preventive  measures after August 17^th 00:00

      *those who violate preventive measures such as quarantine measures, limits on group activities, and those who submit falseCOVID-19 examination(PCR) results

  b) Infected foreigners(in accordance with the principle of reciprocity) : Foreigners who enter Korea after August 24^th 00:00

3. The range of application

  a) (Foreigners who violated the measures) All medical expenses in own burden regardless of the principle of reciprocity.

  b) (Foreigners who are subject to the principle of reciprocity)

     - Countries which support foreigners(including Korean) : All expenses supported(excludes non-mandatory, non-deductible)

     - Countries which do not support foreigners(including Korean) : All expenses in own burden

     - Countries which support conditionally(partial) : quarantine in hospital(hospital room cost)* will be supported, but cost of treatment, meals will be in own burden

*To achieve infection prevention goal, hospital room cost for quarantine will be supported.

※ If the foreigner is subscribed to National Health Insurance Service(NHIS), the measure will be applied to the cost of deductibles(cost in own burden)

※ Inquiries : 1339 with no local number(1330 with no local number : English, Chinese, Japanese interpretation provided for 1339 inquiries(24hrs))
